Question New build, can't post with 4 sticks RAM

I recently upgraded to a Ryzen build (from an I5 6500). Ryzen 5 2600 with a new Arctic Freezer 34 Duo heatsink, with a ROG Strix B450-F MoBo, and using the same components from my prior build (RX 480 8GB, EVGA Supernova 650W 80 Gold psu, and 4x4GB HyperX fury DDR4 @ 2666MHz.

With everything installed, my PC won't post. However, if I remove 2 or 3 sticks of RAM, everything works perfectly.

I tried various troubleshooting solutions, and nothing has worked. I checked the CPU for any bent pins, which there didn't appear to be any. Reset CMOS. Enabled/disabled XMP/DOCP. Tested each stick individually, and they all work. Updated to the newest bios and chipsets.

The only thing I can think of is that my specific RAM isn't listed in the motherboard QVL, and a very similar RAM is listed but doesn't show support for 4 DIMM. Is this likely the cause, or does it sound more like a defective CPU or MoBo?
