new build can't use F1 code to get into set up

ROG Strix Z370 E Gaming Mother board
i5 3600K 8th gen cpu
Strix GeForce GTX 1080 Graphics card
T Force DDR 4 Gaming 3000, RGB Night Hawk
Antec Hi Current Pro 1000 Watt PSU

I can get to the first 2 opening screens when the system turns on. I cannot get the system to recognize the F1 or the Delete keys to get me into bios so that i can change the boot sequence so that i can load windows.

The screen displays, 1 mouse, 2 keyboards and the flash drive showing windows 10 on it. (I only have 1 keyboard not 2)

If i disconnect the keyboard it shows 1 keyboards when it should show no keyboard. I switched to a new keyboard and still have the same problem. 2 keyboards show instead of 1. Also, if I hit ctrl-alt-delete, the system will reboot.

I have build some 20 computers and never had this problem. Appreciate your help in solving this issue.

I tried F8 and it did not work. If you can think of anything else, please let me know

I bought a new keyboard that had an FN key. I got to the opening screen and still couldn't get it with F2 or Delete. I hit the FN button and held it down while i hit the F1 button and I got in to bios. So I needed a keyboard with the FN button.
