New Build does not boot (CPU, Mainboard or Fan?)

Have a new build, but it does not boot or post.

Checked it, so I am now at breadboarding stage, with only CPU, Fan and Mainboard. How do I find out which is stopping the build from booting?

Specs:
CPU: i7-8700
Board: Asus ROG Strix Z370I
Cooler: Noctua NH-L9i
PSU: Corsair SF600

You do need RAM in that breadboard also...

I have tried with and without. But I have read that I should also test without, as I get a different beep, if the rest of the component works.

But..... I now found out what it was. It'S stupid. The board manual not clearly stated (at least to me) where the jumper for the on button was, so I tried with the wrong pin. DAMN. A lot of time wasted.
