New build Errors

Hopefully I am posting this in the correct area. I just completed a new build and getting some odd errors.

Operating System: Windows 10 Pro 64-bit
Processor: Intel(R) Core(TM) i9-9900K CPU @ 3.60GHz (16 CPUs), ~3.6GHz
Memory: 16384MB RAM
Card name: NVIDIA GeForce RTX 2080 Ti

I have tried scf /scannow. I have run the I have updated all drivers including bios and GPU, realtek, absolutely everything. I have fresh installed Windows

Issue 1: Randomly the screen goes black and then goes back to normal

Event viewer is showing the following two errors seemingly in unison every time for the display error:

Display driver nvlddmkm stopped responding and has successfully recovered.

Issue 2: Randomly the entire computer will freeze very briefly (2 seconds at most) and the sound will stretch (closest thing I can describe is it that it goes static like)

Not sure if the two issues are related but for this issue no event id is created. What does seem to happen though, is following the freeze and static type noise, a pop up grey box (likely Realtek) in the bottom right asking which "line" was just connected with the options to choose mic, etc.

Issue 3: Network issues (hardwired) only on this computer, every other computer in the house works, games will constantly lose connectivity and even sites like twitch will just go offline then return shortly after.

Yes, or close to. Replaced to 2080 ti with the original card (7970 HD) and still had the same errors. Looking into event viewer I also have the following error:

Log Name: System
Source: e1dexpress
Date: 2019-01-01 12:06:44 AM
Event ID: 27
Task Category: None
Level: Warning
Keywords: Classic
User: N/A

Description:
The description for Event ID 27 from source e1dexpress cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.

If the event originated on another computer, the display information had to be saved with the event.

The following information was included with the event:

Intel(R) Ethernet Connection (7) I219-V

The message resource is present but the message was not found in the message table

I'm really thinking that all of these errors can be traced back to one thing?

Looking that you did reinstall windows and having multiple errors could it be the ram. What ram? Are you using XMP?

You could let Memtest86 run per stick and see if one gives errors, also test with both together so that you know they work fine in that aspect as well. Make a bootable usb stick with this and let it run through the tests?

The ram is - Team T-Force Dark 16GB (2x8GB) DDR4 3200MHz CL16

I have tried with XMP both enable and disabled in the bios. While I have run a harddrive test I have not run a memory test. Will try this next. Would faulty ram be causing all of these issues?

Ran Memtest 86 to a 4 hour completion with no errors reported.

I have also fresh installed windows 10 again. So far no screen timeout errors, but the noise stretch error persists. Is there an CPU/GPU/MOBO test like that of Memtest that I can try to find some conclusive answer to this?
