new build for friend advice needed

hey all i wonder if you can help me; i'm a friend of mine has been out of the pc rat race for a while and i've recently upgraded my computer and donating my old parts so he can use them to build a his own computer on a budget. The only things i'm not providing is PSU,GPU and HDD (and required software). his brother has doanted a PSU but i'm unsure how well it would work with the build he wants to go for, so i ask could any of you please give CC and/or advice for his build?

planned build:

FX-8350 black edition
16gb of DDR3 ram (4x4 4GB corsair CMZ4GX3M1A1600C9B)
MB MSI 970 gaming
PSU corsair CX600 <-unsure

-not yet owned-
2 TB 7.2k rpm sata hard driver
gtx 1070
blue ray drive (opional)


*disclaimer i do know that FX series no longer has support but my friends not bothered short term due to limited budget and just wants to game again

The max you can go with is 1050ti. I will mention two difference price points. Choose according to budget. The difference is longevity...
