New Build Help! (USB issues)

I built two new workstations for two of my clients. Everything went smoothly, they both POSTed on the first boot. But when I go to install windows, my flashdrive AND portable DVD drive both shut off my usb ports. I can unplug either the flashdrive or DVD drive and my mouse and keyboard work fine in the BIOS. The second I boot off either drives, all other usb ports seem to shut off. I checked all connections, and made sure the USB settings in BIOS were correct.

I am completely stumped, any help is appreciated.

Edit: Just realized I should include a parts list.
- Ryzen 5 1600
- G.Skill 16gb 2666
- Seasonic 650w 80+ PSU
- 500gb m.2
- 1tb hdd
- MSI x370 mobo
 



The flashdrive is windows 10, and when that didnt work I tried a windows 7 disk. (I know ryzen doesnt support 7, just was trying to see if the flashdrive was the issue.) Mobo is a z370 msi.
 
So it is not compatibility problem I was suspecting. What happens when you are in BIOS, and then connect flashdrive? All still works normally? This happens only when booting? That would be quite weird. If you have PS/2 keyboard/mouse, you could try those as workaround and see if problem remains after Win installation. Otherwise, I would try different flashdrive with newly created copy of Win 10 (Win 7 test does not count here). Also, try using different ports if you didn't yet.
 


Yes, the problem actually starts right when the setup screen for windows loads. The laser turns off on the mouse and the keyboard shuts off. Every other usb port is disabled. I'll go check for a PS/2, going to have to dig to find a keyboard/mouse.
