Question New Build: IO Shield (Clear Cmos) button lights up blue, NO BOOT

I have been trying to build this pc for a while now and I just keep getting concering problems and I just want to figure out how to get it working. Everytime I power on my pc this lights turn on for a second and theres power to the fans for a second but nothing runs continuously. I recently noticed on the side of the io shield, the clear cmos button lit up blue when I turn on my psu. I have tried multiple different ways in resesting the cmos but nothing seemed to work. Please help.

There might be a short. Try testing the board outside the case and check if case fans connected to either board, or power supply, but not to both.

My case is the thermaltake v200. It has a fan controller built into the case.

they are plugged into the fan controller and the fan controller is power by a sata cable running directly to my psu

I just assembled my motherboard outside of the case on the motherboard box and the same thing is happening.
