Question New build is not POSTing ?

I was attempting to start the pc and boot into bios, but the display won't load.

Troubleshooting steps I've tried
  • tested if it was the monitor
  • tested if it was the hdmi cord
  • tested it with DisplayPort cord
  • doubled checked to make sure all the cords, pins where property connected
  • tested if it was the ram
  • updated the motherboards bios to see if that was the issue

but still have the same issue. Any advice would be greatly appreciated.
 
Well, it would seem that unless you have a way to test the CPU and motherboard independently then it becomes a guessing game. You could have a bad out of box component.

If I were going to flip a weighted coin my guess would be on the CPU being bad and the only clue there being your saying the BIOS flash feature on the motherboard worked properly to all appearances.
Do you happen to know anyone else with an AMD Ryzen 7xxx system, or have a mom and pop shop around you can work with on it?
 
Apparently initial POSTs for Ryzen 9000 series can take fifteen to twenty minutes or more. Be patient.

Wow, that's insane... waiting that long for a POST?
It only does it for the first boot unless you play about with memory overclocks then expect a long boot between changes. Once it’s stable boot times are quick. Resetting CMOS will look like a first boot so expect a long boot time.

For booting to bios, simplify your system:
take the gpu out, remove the power connection/s from the card.
Disconnect the SSD from the motherboard.

Make sure the front panel connectors match the motherboard manual, that they are all correct for your build.
Make sure that the long ATX power connector is correctly seated and that the CPU power connector is correctly seated.
Plug your monitor, hdmi lead into the socket on the motherboard back panel connector. Without a gpu installed the CPU’s internal graphics out will be used.
Connect a keyboard and mouse.

Apply power to the system and switch it on, Hit the bios entry key for the motherboard. (Del or F2)

This will test the cpu and motherboard can boot. If it works, rebuild the PC one component card at a time and don’t forget to swap the monitor to the 4060.
