[SOLVED] New build isn't booting.

So I just finished setting everything up and it isn't booting. Takes power in and shuts off again and all that at irregular intervals. One time I got it working for long enough to see picture in monitor but didn't last long. Usually it won't stay on long enough for keyboard to light up.

What's strange about this, is that my old system did something similar since I got it 5 years ago. First happened like once a year where it just shuts off and won't start again and then you can turn it on 5 min or maybe an hour later and it's working fine. Lately it became so frequent that it was unusable so it bought a new system.

Specs:
Ryzen 5 2600
ASRock B450 Pro4
XFX 590 8GB Fatboy
Thermaltake Berlin 630W
Corsair Vengeance 2 x 8 GB 3000Mhz

Used from old build:
Cooler master elite 310 ATX
Seagate 1TB 3.5" Barracuda
Crucial M4 128GB 2.5"
And some Asus DVD reader

well, disconnect everything from mobo, leave just psu connected to mobo and start it up

Removed everything but the power button and LED connectors and same thing happens.

Just noticed that if I leave it on, power LED occasionally flashes but PSU fan isn't working.

do a paper clip psu test, if it fails, get a new psu

Yeah the PSU failed. Won't even rev the fan up.
What are the chances of getting a faulty one twice in a row...
