Question New Build - Need Help - No Display with either GPU or Integrated Graphics.

Specs:
  • Mobo - Gigabyte B650M DS3H
  • CPU - AMD 9700x
  • GPU - 7900 GRE
  • PSU - Thermaltake Toughpower GF3 850W

I can not get this new build to work. I have tested with both GPU and integrated graphics, but my monitor is not getting a signal. When I press the power button, the LEDs on RAM lights up, fans on CPU cooler and case fans come online, and I get lights on my mouse, but that is about it. When the GPU was installed, the fans would NOT spin on the GPU and there was no indication it was powering on (might not until after a successful POST?).

I removed the GPU to test with integrated graphics from the CPU, but the screen is still not receiving any input and just goes to power saving mode.

If I leave the PC on, it will eventually reboot itself after a minute or two.

Troubleshooting steps so far:
  • Re-seated RAM and different slots (current in A2/B2 per manual recommendation)
  • Tried with and without GPU
  • Unplugged and re-seated many of the cables on both the board and PSU
  • Tried different cables and ports on the PSU side
  • Verified risers were in proper place
  • Verified Front panel connections on Mobo
What am I missing here? Do I have a bad board or PSU by chance? What's the next steps to take? Should there be a light on the Mobo of some sort to help with troubleshooting? I am not getting any beeps of any kind when powering on.

Verify that I found the applicable motherboard manual.

Review the entire manual and then start at the beginning going step-by-step to doublecheck that all installed components are supported via the QVL, and that each component is properly installed and configured.

Read all fine print and warnings.

Any beep codes? Is there a speaker installed/connected (reference physically numbered Page 24).

Hopefully just some error of omission or commission. Be methodical and take your time to check everything.

This is the Mobo I bought and while the manual is the one I was following for install, it is not the exact layout. For example, the RST_SW button is in a different location.

I have followed the steps. In fact since making the original post, I completely took apart the entire PC, checked risers, CPU pins, used 2 cables, to connect GPU instead of one, etc. Just tried to boot again and exact same issue. GPU fans never turn on, no beeps, etc.

You mentioned a riser, does that mean you are using a riser cable for the graphics card? If so try it without the riser cable. Did you try to get an output without the graphics card attached through the motherboard? Or did you only try the CPU output while the graphics card was attached?

Risers, meaning the Motherboard risers that separate it from the case. Made sure those were all in the proper places and matched up with all the screw holes.

I did fully remove the GPU (as it did not seem like it was powering on) and connected the monitor directly to the display port on the motherboard, but has the same results.
