Hi everyone,
Built a new case yesterday. I had a problem with dual ram sticks not working. With single ram everything worked fine including shutdown. I fixed that by taking out and reinserting the CPU.
Reinstalled Windows 10 pro, now when I shut down Windows, display, keyboard and mouse turns off but fans keep working until I press the power button on the case.
I must have messed something up, can't figure out what. Any ideas would be appreciated.

Msi mpg b550 gaming edge wifi motherboard
amd ryzen 5900x
msi suprim x rtx 3070
g.skill ripjaws v 3200 32 gb ram (16x2)
Samsung evo 970 ssd
coolermaster ml360r cooler
thermaltake gf1 psu 750w
masterbox td500 mesh case

- Turned off "quick startup" in Power settings
- turned off hibernation
- Reinserted all PSU cables
- bios was already updated to support the CPU
- tried shutting down with cmd line
