This are my specs:
MB: Gigabyte B365M DS3H rev 1.0
CPU: Intel i5 9400f
GPU: XFX RX 580 8gb
RAM: Kingston HyperX Predator CL13 16GB 2666mhz
PSU: Falcon Gaming FGC-650

Here is the problem, at first when I got all the components I ordered, I've put all of them except GPU in PC case and tried to boot it. Instead I got 5 short beeps which I googled and It says "CPU error". I took everything out of the PC case and tried assembling It on box but this time I added GPU too. When booted everything was working, I got the beep, everything was spinning ... But the moment I connect monitor to GPU there is no more beep nor display. I tried with clearing CMOS but no success. Everything is new with warranty except GPU, but I've tested It on friends PC and It was working great.

Solution
-you did mention you connect all component except GPU and got 5 beep(indicate it can be CPU or Motherboard detected the CPU but have error reading).
-Tried with 8gen and it work but GPU PCIE does not respond(Try CMOS reset. If nothing happen, the motherboard likely having a trouble too.)
Could 9th gen CPU been fault? (likely, and you did mention motherboard having trouble with GPU even connected with 8th gen CPU, that likely mean the motherboard is in trouble too).

Suggestion:
-try out the 9th gen CPU on different Mobo but only 3 time testing attempt, else it might cause fault onto another motherboard.

-Retesting the 8th gen and RX 580 GPU on another Motherboard, Clarify it working properly.

Opinion:
Currently I have highest...

Possible chance the BIOS is not Updated into Version F2 which is the entry support Bios update for Gen9 Processor. If your friend have 8Gen Intel, use his processor to updating the BIOS first . Otherwise send back from where you purchase to update BIOS or diagnostic.

So I tried booting with another cpu (i3-8100) with integrated graphics and It worked (without plugging my rx 580) I've entered bios just to see that my bios version is f5 (latest one). So I plugged my gpu, plugged hdmi in gpu and guess what... No beep, no display. It seems gpu is problem or maybe pci slot?

Opinion:
Currently I have highest suspicious on the Mobo rather than the CPU, else just try out the 9gen CPU on other Mobo first.

PSA: sometimes any peripherals from Casing can be culprit causing boot Jammed, Disconnect all any cable attach on motherboard except Power Pin for motherboard.
