New build pc

I have just built a new pc with these parts,

Asus Prime Z370-P Motherboard
8GBx2 Corsair DDR4 memory
Intel Core i5-8400S CPU
Corsair TX-850w PSU
Gigabyte Geforce GTX-590 graphics card

All the parts are new apart from the gfx card and the psu which are 6 years old. The problem I am having is when I put the gfx card in the top pci-e slot I just get a load of lines on screen on boot up and the same thing happens on the lower pci-e slot but you can at least read some text, it won't boot up to windows but if I use the onboard graphics the pc is fine but device manger is showing a problem with the 590 a code 43 in device manager, the card worked fine in my old system I just wondered if anyone had any ideas if it's the card or the motherboard that's at fault here as I really don't want to RMA the Motherboard and have to take it all apart again if I don't need too.

That's a classic symptom of a bad GPU. I can't say for sure why it would do that in the new system and not your old one, but I would doubt it was the motherboard. If you're gaming you could see a huge improvement by upgrading to a GTX 1060 or better, a 1050 Ti would even be worth the upgrade.

But I suppose either way you would want to know if the GTX 590 is working right. It appears that it is not. Do you still have your old system you can test it in?
 
Maybe in removing the card out the old system it got damaged, it was very clogged up with dust which I cleaned out, I do still have my old Motherboard with cpu and memory attached in a box but it's just a pain trying it out again as I only have the one psu. I may just get a new 1060 card as you suggested, will wait and see if there are any offers this Black Friday.
