Question New build posts but wont display anything

PSU : EVGA 700W

GPU : 6800XT / 1080

any idea why the build boots (usb lights and etc flickering) but theres just no display to the monitor? I was getting a VGA light error with the 6800xt, swapped to the 1080 and that error went away but now theres no display to my 4k 144 monitor, could the bios only display on HDMI or something? also, it should be 100% that the cpu and motherboiard are not faulty if the build has usb flicking right? possibly the motherboard is bad? or the cpu? ill be honest, this new monitor is confusing AF how to manage it's display outputs, it may be something with that but i doubt it,...

ALSO: the cpu and heatsink are getting warm so thats another sign it's probably not defective?

Im starting to believe the reason is because the 1080 requires a waterblock, which it does not have... Perhaps even just to boot the GPU shuts off without its water supply?

EVGA have a number of 700W units in their portfolio. Which one do you have and how old is the unit?

Got a link to the ram kit? Are the rams populating slots A2 and B2? Your probable issue is that you picked ram that's meant for AMD's AM5 platform, instead of looking at a ram kit that has both AMD's E.X.P.O and Intel's X.M.P baked into said kit or at the very least Intel X.M.P equipped ram kit.

The build seems very aggressively pointing to a VGA issue because it boots really fast, and I'm convinced it is sitting in bios because i can click caps lock on the keyboard and I get a reply LED, the GPUs I've used are both absolutely abhorrent ones I had to use, a 6800xt left in storage for half a year and a 1080 with no pump... pretty sure the issue is the 1080 won't display because it's overheating? I need an exorcist foe this pc already lol

The 6800xt has mangled 8 pins and I can't get past the white VGA light with that, no USB activity while the 1080 I can but still no display
