New build powering up for 20 second intervals, long beeps.

This is my first ever pc build as well.

I put it together and everything turns on, it runs for about 20 seconds and while its running it puts out long beeps all in the same tone. I tried re seating everything, the ram, video card, cpu. I tried turning it on w/o ram seated and still gave me the same beeps. I took the mobo out of the case and tried again, still same beeps, with and without ram seated. It does not display video either while its on.

Really stuck now on what to do. I have done everything on the checklist.

It's possible that you have a bad motherboard. Try switching components if you have anything to switch. A bad motherboard is difficult to troubleshoot. Please post results of what you try.
 
Ok. I got a jumper cap from a local shop (even though I took out cmos battery for 15 mins). Now this is where I can't remember exactly what I did. Cannot remember if I tried booting after jumper cap with mobo still in and still got beeps. But I did boot up with mobo out of case after the jumper cap and got to bios!!!! The Ram was unseated but I had removed and re seated it multiple times during the whole ordeal.

Now I only get a display with 1 pci-e plugged into my Sapphire r9 390. But it has slots for 2 pci-e cables, but will not display with both plugged in. Is it because my 600w psu is sufficient with just 1 plugged in?
