That air cooler isn't going to handle the 13900K. You want a 360 AIO at the least ... preferably a 420 AIO or if this is a gaming build then look at the 13700K which runs cooler while giving you similar performance.

Regarding cooler, i believe it'll be fine. Remember, testing sites stress test all cores so in that case D15 won't be enough but in saying that, 13900k can run 100c with little issue. In games however, it'd be nowhere close to full utilisation that testing programs do. You won't see over 85c most of the time.

Besides, you won't need to worry about aio pump failures or leaks, more so the former which will happen eventually.

The eventual aio issues is the reason I tend to go with air cooling. Don't have time to troubleshoot .
 
The 13900k is 560 usd, why not go for 7900X3D for 599 usd (wait for stock) which gives better performance and runs cooler?
