Question New build stuck on error 99

This is my first build and I thought I put everything together correctly, but I cannot get the computer into bios as the boot sequence suspends with an error 99 on my mobo display. Fans and lights come on, and my monitor shows a logo, but nothing I do seems to be able to get it fully booted. I have tried reseating all the components, including the cpu, with no change. I do not currently have a graphics card as the delivery was delayed, but supposedly the cpu has integrated.

RAM: 2x 16 gb corsair vengeance rgb
Cooler: corsair icue H150i elite capellix xt
Ssd: team group Tforce G50 1tb
Power supply: MSI MAG A750GL PCIE5
Case: NZXT H9 Flow

Searching around 99 code suggests one the things could be the m2 ssd. Check it's connection to the motherboard, it may not be inserted all the way in to the connector. Is that the only drive you have?

That is the only drive I have right now. I checked and it appeared fully plugged in, but I went ahead and reseated it anyways. No change.

let the pc run and when you see windows logo, press and hold power bottom, 3 times until you get to boot options. go to troubleshoot, advanced Options, UEFI Firmware Settings, and then select Restart.

I do not have windows installed yet. I have never gotten it to boot into bios so that I can upload from the thumbdrive.
