New build system runs slow when gaming

Hi I recently built a new pc (my first time) I built it to play modded minecraft as I post my gaming to YouTube the problem is I thought I was powerful enough to handle a few things thrown at it but it is diabolical I get so much lag in game I'm get lag spikes at 60 Fps knocking it Down to 10 fps is there anything I have done wrong or is it just not the system I hoped it would be?

Specs

Amd fx 9370 cpu 4.40 GHz
Msi gaming 970 mobo
8gb corsair ram
Water cooled by corsair pump forgot the model
Corsair case
And AMD duel x r9 280 Radeon 3 go ddr5 gpu

Running windows 7 64 bit

Turn down the minecraft settings maybe? lower that draw distance.

Minecraft always gets lag spikes when it has to load new chunks, it's actually a very compute intensive program.

did you install 15.7 AMD video drivers and chipset drivers?

Yes I already downloaded and installed the AMD catalyst when I installed the gpu and just to double check I also used the auto detect on the AMD wesite and it confirmed all drivers are up to date.

So I tried over clocking using oc genie on my mobo and it helped a little I was getting 120fps but it crashed at 0 fps I checked my computer properties and it's saying I have 8gb ram installed but it said only 3.95 available any ideas oh also minecraft maxed out the allocated ram
