New build - unable to install windows 8.1 Enterprise x64

Just built this computer for mining. Previously had win 7 pro x64. Everything installed and ran fine. Decided to switch to windows 8.1 since it has an easier time supporting 5+ GPUs vs. win 7. Regardless I went to install windows 8.1, deleted the partitions etc etc for a fresh install and received the "cannot install windows 8 on this disk etc - need to check the bios"

So I started going into the BIOS and more or less ending up thinking I fried my board. Reset/cleared CMOS, reset BIOS to default, thankfully everything came back up. Installed windows 8.1 enterprise x64, everything's good. It auto-updated by itself and then I started installing my updated driver's/bios for my mobo. All of a sudden it said it needed to download and install microsoft .net or cnet 3.5 or something. Next thing I know I'm back to the installing a fresh copy of windows when it "needed to restart". Now I'm back to "windows 8 can't be installed on this disk" If I let it sit there for a few minutes it goes to the "🙁 your pc encountered an error we're gathering information." and stays at 0% (I let it sit there for 45 minutes it didn't move not 1%).

Sata controllers are enabled, everything is set to defaults in the bios (I even went in and double checked) My DVD drive and my SSD are recognized to my knowledge. Everything is brand new not even 2 weeks old. Theres only one partition, disk space 0 unallocated, can't format it (nothing to format). Basically back to step one and pretty frustrated.

Build is:
MSI Z77A-GD65
8gb Corsair Vengeance Ram
ASUS DVD/CD-Rom drive
Intel Celeron G1610
Corsair Neutron 64gb SSD
2x Rosewill Lightning 1300W PSUs
6 R9 290 GPUs (none hooked up at the moment

FYI I have a second rig, identical, with zero issues - same exact parts, bios, operating system etc. This one had a fresh install of 8.1 vs. the other one I converted off of win 7 x64.

Please help!
 
I looked in my bios and yes the sata controller is set to ACHI mode (enabled). My boot is also set to the ASUS DVD-ROM first. Yes I also deleted all other partitions so that only the partition 0 unallocated space remains (59.8GB).
 
Instead of waiting for your system to boot into the instalation, press f8 as if you were trying to get into your bios and select "UEFI DVD DRIVE" if it's there.

If it goes trough it, remember you gotta reformat disk and do instalation in primary partition.

You might receive a "Windows can't be installed on drive 0" warning, but as long as you can click on the Next button, you're fine.
