Question New build, Windows 10 wont install from usb

Hi there, I really hope someone can help as I've been at this for 3 weeks! I'm not very tech savy but I've been building my first PC with my dad. When inserting the usb with windows 10 (downloaded and used windows creation media) all we get is constant screen with asrock on, black screen, Windows 10 logo, black screen, asrock logo. And it loops like this. We have tried the majority of things, new usb, using Rufus to burn iso file, changing/checking boot order, removing partitions, checking/changing connections within the pc, changing ram slots, changing usb slots. I'm at my wits end.
My specs are:

ASRock ATX Motherboard (B450 PRO4)
MSI Radeon RX 580 8GB ARMOR Graphics Card
Corsair Vengeance LPX 16GB (1x 16GB) 3000MHz DDR4
AMD - Ryzen 5 2600 3.4 GHz 6-Core Processor
Western Digital - Blue 2 TB 3.5" 5400RPM Internal Hard Drive

Sounds like system encountering error and rebooting itself.

Try with single ram module. Disable any overclock (cpu or ram) - this means also turning off XMP.
