[SOLVED] New Build - Windows keeps failing to install or installs corrupted

Corsair Vengeance DDR5 5600 4 sticks of 16gb
MSI MAG B760M Mortar Wifi
Samsung 970 1tb m.2
Corsair RM850e PSU
No GPU or extra peripherals

I have also used alternate test parts to try to troubleshoot the issue
Crucial DDR5 4800 2 sticks of 32
Off Brand 1tb m.2
Samsung SATA 870 1tb EVO

I have tried
- Multiple forms of installation media: Different USBs, Different ports, both windows 10 and 11 and windows installation disk.
- Trying to install windows using only 1 stick of ram in the DIMMA2 slot, tested this with every single stick of RAM (yes all 6)
- Tested both m.2 slots with both drives and a SATA connected SSD
- Updating Bios
- RMA Motherboard which was returned as it was sent with a note that said "repaired ok"

Updated things I have tried
- Running memtest from usb I have run it three times with 0 errors.
- Connecting through the wifi on my board instead of using the ethernet port.
- Disabling Fast boot

So windows rarely installs, when it does it wont update, I cant install any programs, If I open a window it immediately closes. I'm not even sure what to try as the next step. I don't have parts I can borrow and I'm getting so frustrated buying parts and Doing RMAs to get nowhere. Any thoughts on the likely culprit? The PSU, still the MB, Is it Haunted??

Are either/both RAM kits listed in the motherboard QVL?

You may stand a better chance if you disable XMP memory overclocking.

Two DIMMs will probably be more stable than 4 DIMMs.

Try two 4800MT/s DIMMs in the slots recommended in the mobo manual (A2, B2?).

Have you booted the PC from MemTest86+ on USB and run a complete scan of memory?

Do you have a really good CPU cooler, e.g. 240/360mm AIO or Noctua NH-D15?

Is the cooler making good contact with the top of the CPU?
 
Sounds like you may have mismatched ram.
Start with a 2 stick kit of ram bought as a matched pair and installed in the two recommended slots
Run memtest86 or memtest86+
They boot from a usb stick and do not use windows.
You can download them here:
If you can run a full pass with NO errors, your ram should be ok.
It also suggests that your cpu and motherboard are ok.

Running several more passes will sometimes uncover an issue, but it takes more time.
Probably not worth it unless you really suspect a ram issue.

Is your copy of windows the legit one downloaded directly from microsoft?

If windows won't update it is likely that the problem is internet connectivity.
That will be because you have not installed the lan drivers or the wifi adapter drivers.
MSI seems peculiar in that they want you to install their installer app first which, in turn will install the correct drivers.
I found the MSI forums to be very helpful with this some time ago.

Neither Of my kits are listed on the motherboard QVL
XMP Overclocking is off
I have the two sticks installed right now according to the MB manual, yes A2 and B2
Memtest passed, ran again overnight also passed, 0 errors.
Yes I have a good cooler Noctua NH-U125 installed properly

I have them installed according to MB manual in A2 and B2
I have memtest passed, ran test again overnight also passed with 0 errors.
I know I have at least some internet connectivity when windows installs, because I can visit unique websites and view them briefly until the window closes, Similarly I can visit a website to attempt to install a program like discord or steam but the window will often close before I can attempt to install, if I attempt to install the installation fails. On rare occasions I can do a few smaller windows updates but I have never been able to successfully update 22H2 On either windows 10 or 11. I am also extremely confused as to what would be causing so many issues trying to install it in the first place, which I still have issues doing without the internet at all (from official widows installation disk with SATA connected disk drive).
All of my windows installation media is official

So I tried again to install after running memtest without errors. I created a fresh windows 11 usb and i tried to collect more helpful information that might give clues to what is happening. So my first attempt got through the section that says installing windows and began setup where I name the computer, pick all my settings connect to microsoft account. Then a blue screen "Page fault in non paged area", then back to the beginning of the loop of setup, "please select region etc etc. " Then it said "there was a problem with installation but we think we can fit it, connect to the internet." I tried connecting though an ethernet connection and using the wifi it connected to the internet but did not fix the issue. I started again with a brand new drive (just in case the one I have been using is trashed from being secure erased approx 10 times.) This time it got stuck repeatedly at the installing windows box under "getting ready for installation" at various percentages throwing the error code "0xC0000005", "windows installation encountered an unexpected error. Verify the installation sources are available, and restart the installation." I have received this error while installing by USB and using a DVD drive and a windows installation disk. I have failed to install a zillion times in a zillion ways and the few times it has installed it was so corrupted it couldn't function. what is happening? :sweat:
 
Check cpu temperature in BIOS.
Check cpu socket for bent/broken pins.

Make sure sata controller is set to AHCI and fast boot is disabled.
For win10 install you can also disable secure boot.
CPU temp it 37C in BIOS
CPU socket has been checked my me and MSI
It was previously set to AHCl
MSI fast boot was disabled, but fast boot was enabled, I tried to install again after disabling and it still gave error 0xC0000005 during the getting ready for installation process.

I have found the issue for anyone with this problem in the future. It was my CPU, to temporarily work around the issue turbo boost needs to be disabled in BIOS. The CPU will need to be returned.
