I recently built a new PC for my freind, the build went smoothly and every thing seemed fine but when I plugged it in to see if it would post it hair turns on for a split second then instantly turns off. Everything turns on the fans and the lights but turns off after a split second. I tryed testing the psu, I tried one ram stick at the time, I tried booting it with just the bare minimum plug into it, it still dident boot. I think at this point that is may be a bad mobo. What do you guys think?

Here is the build

You may have done the "Paper clip test" but that only determines if the PSU will turn on or not.
The problem with my PSU (and it may not be the problem with yours) was the PWR_OK line was faulty (Pin # 8). The paper clip test will not test this.
My system would turn on like yours for less than a second and the motherboard was not getting a PWR_OK signal and promptly shut down. It's there for just that reason.

I sent it back and they sent me a new identical one. Fixed the problem. It was a Corsair RM-750.

See the diagram below...
