Question New Build Won't Post

Brand new build, using Asus Maximus X Code for the motherboard. The Q-Code display on the board shows 00 and wont POST but fans and LED's on board come on. I've looked around online and everything seems to say this code points to either bad motherboard or cpu. I have an i7 8770k, no RAM in (gives 00 error with it in too) in the boards. Nothing else plugged into the board. I checked the PSU and swapped the cpu power cable, no change. I made it into the BIOS once after a CMOS reset but haven't been able to get in since. When I got into the BIOS everything showed up in there which makes me want to think it's a board issue not a CPU one. If anyone could give me some advice on how to proceed, would appreciate it.

do this test cpu and 1 ram module and a os drive remove gpu and use onboard then try to start and see if code appear .

There's no GPU plugged in. I have tried the cpu with 1 ram module and nothing else plugged in. Still get the same 00 code
