If you prioritize performance over looks then this build will be huge improvement over the previous one. This is one additional option you have so you you can choose which one you want.
All are high quality components and did not cheap out.

looks are as important I can upgrade components down the line I cant just restart and get it how I want it to look later. The budget is $2800 tops, im stick to my build I think it will be more then enough.

not to mention there is no cooler or headset, so that's even more over budget. It definitely will preform better but down the line think I would regret it not only for looks but for the extra $ 300 I would have to come up with.

You can initially skip on OS and get headset. Can run it without activating Windows10 most of the users do that. CPU cooler not requiered specially with R7 2700X as it comes with very decent cooler enough to OC.

looks like difference of about 15 FPS, most side by side comparission isn't much of a difference and if in future games come out that will take full advantage of it ill upgrade then.

No problem, as I clearly stated that it is one additional option for you to choose from. Final decision is yours to make.
Thing is for minimal budget increase as you are spending $2800 spending $100 more not even even $100 more if you skip on OS and choose headphones you are getting performance increase by a tier which is extremely huge. Just dint want you to miss on that performance increase.

Final decision is your to make. I have no say in it.

yea I get it, trying get most bang for my buck. And if I was purely going for lets make the best rig for my $2800 would definitely do your build. I want the best rig while keeping the look I designed in the OP. I was originally gonna use a 1070 but last night switched the build all around to include the 2080 and im glad I did. Just don't want to sacrifice anything to get that extra power even if it is that noticeable I wont miss it seeing currently im using a gtx 770 that you can get for $85, life got in the way of gaming for awhile.
