New built: help me choose PSU and CPU cooler

Hello

New to this, haven't really built a computer in years. Or kept informed much..
But i'm putting together this built

I7 7700k
Corsair Vengeance LPX 2x8Gb ddr 4 3000mhz
Asus strix z270 F motherboard
2x samsung SSD 850 evo 250 hdd
Asus Rog strix 1060 graphic card
NZXT H440 Silent case

Help me choose Power supply and CPU cooler..

I'm going to use boost setting for CPU, and most importantly it most be silent, easy to install, and on a budget of 190 dollars total for both items.

Corsair PSU is more silent, but Seasonic has semi-passive mode that can be turned on, and then its dead silent too (at least as long as it is cold).

Certainly very good. Best? Subjective matter. Someone else might come up and propose different setup, and not be wrong. Nobody is going to claim 'I tested all coolers (or PSUs) and this one is best'. At least I'm not going to do so.
 
I've had a D14 and Cryorig h5 universal on a xeon x5690 @4.0ghz the h5 was on average 5-6*c cooler. I replaced the D15 with an R1 ultimate on my 4670k and dropped a few *c. You also get the benefit of being slightly cheaper, a good looking cooler, and nice fans.... unless you like brown fans.
