New Computer Lagging

My computer is less than a month old. It has very good specs (which I will list below). Recently when I started playing youtube videos the video and audio lags/skips. It does so on multiple browsers. Occasionally this will happene even when I get something as simple as a skype alert.
The GPU/CPU is not being stressed, it's below 30%. The temps are below 50. I scanned for virus and malware, no problems. Latest drivers are up to date. I can't figure out why this would happen.

3.3ghz skylake 6600
16gb ram
7950 AMD HIS IceQ Boost GPU
1TB Hard drive
k380 coolermaster case
H170-HD3 MB

Could be your internet connection? How does it cope playing videos that have been downloaded? Try playing a movie or something through Windows and see how it copes.

It happens for other things like downloaded audio and video, but seems to be alot more dramatic with youtube.

Got the latest drivers. Used AMD auto detect utility. Even reinstalled them. Problem still there.
