So my plan with my new build... I’m going to buy a new hard drive and OS but I also have a solid state in my old computer with my steam games on it. Would I be able to remove it and plug it into my new computer or will I have to wipe it before I do that?

If all you want to do is use the Steam games on the new PC with a new OS installed, there is a work-around.

In your case it sounds like you would simply skip step 4.

Yes.
Just have to tell the new Steam client where those games live on the other drive.

Steam
Settings
Downloads
Steam Library Folders
Add library folder
