New Computer seems to not start

Hey, so I have built computers in the past and I currently have a gaming setup that works 100% but my brother asked me to help him build one, so I said yes and we ordered parts, and I helped him put everything together. But we decided to put everything together early and test the system with out a hard drive, or graphics card, since they haven't come in yet, we plugged everything in and the mother board led came on but the fans are not spinning up, does anyone know a reason for this, I was under the impression that even without those items the fans should still spin since it's plugged into the motherboard and is receiving power, so is something dead, or what, and any ideas or comments would be greatly appreciated

The most often forgotten thing is the CPU / EPS power connection. Have you plugged the CPU / EPS power connector into the motherboard?
