Question New CPU build issue

Hey everyone! Just wanted to ask around, see if anyone knows what is going on here, or how to find out what is going on?

I built a new PC a few months ago (my signature has the full build list from PC PART PICKER), and everything went so well and I love my new computer! It's been running great. I even downloaded OCCT and have done 4-5 stress tests of varying levels to make sure everything is working and my build can "handle" stressful stuff. No issues ever with any of the tests and passed with flying colors.

But lately, here and there, my PC will just randomly start spinning the fans to a higher speed and my Lian Li L-Connect 3 software will show that the CPU temp is rising to 40-70* C, and the fans are going up to 1200 or more rpms. Just totally out of the blue! When the computer normally runs at around 28-32* C and the fans are around 600-800 maybe, with no audible noise. The Lian Li software will show my chip % usage going up when it does this, yet no software is running. Other than for the Lian Li fans/rgb, Corsair iCue memory software and a few small background apps like WinDynamic Desktop and a few others like it that are ALWAYS on and running since day 1 (stuff for visual changes to my desktop environment).

So I'm just wondering if there is any way to know WHY it does this? What might be doing this? What is running on my PC that is making it go up in temp so fast, yet then just automatically adjusts itself in anywhere from 20 - 90 secs? It's sooo strange. It never did this for the first few months, now, it does it 50% of the time I boot up. And it usually does this in the beginning. So for the first 1-2 mins. But it's also done this randomly after using the PC for hrs, with no issues. And I open Task Manager and don't see anything out of the ordinary. It's very confusing and concerning. Because sometimes, it will say the chip is up to 60-70* C, which is only like 10-20* away from being super hot and critical temps. And the fans start going crazy. Yet I run 3 120mm Lian Li SL Infinity fans as intake and 3 as exhaust. Which for how little I push the computer is a LOT of fans. PLUS an AIO cooler from Lian Li. The Galahad AIO UNI FAN SL Edition 240. So the rear fan and the top 2 radiator fans are the exhaust, and then 2 intakes on the front, and 1 in the bottom front position of my Fractal Designs Define Compact case. And I don't even run a GPU yet, and run extremely basic low power software apps. I don't know, it just seems really strange to me.

The other thing my build has always showed that also confuses me, is when I open Task manager, it always shows between 22-28% of my memory is in use?!?! I have 2 16gb Corsair sticks!!! WAY WAY over what I need to do what I do on my computer. And even IF I had a GPU on here, it would still be a lot. 32gbs! Most sites said 8-16 is plenty. Yet, Task Manager always reads 22-28% of memory in use!? Same question, any idea WHY so much memory is in use, when I'm literally not even running a software program other than some basic visual enhancement apps (like iCue for the Corsair memory, Lian Li Connect 3 for the RGB fans, WinDynamic Desktop for the background and a few other small visual enhancement software apps). Are those small programs SO memory power hungry that they are adding up to 1/4 of all my memory?!?! That seems highly unlikely. But... I don't know, since I'm newer to all of this.

So just wondering if anyone can explain what is going on possibly? Or are there any ways to find out what is going on with software programs?

Signature space specs can and will change over time, when this happens this thread and any possible solutions/advices can very well end up moot to the person in the same boat as you're in now. This is why we ask users to include their specs in the thread's body. I've shoehorned the URL into your thread. Hope you don't mind.

This would lead me to think your OS might have a corruption. What OS are you working with? Out of curiosity, what BIOS version are you currently on for your motherboard?

You mean there's 3x120's in the front of your chassis behind the front fascia?
 
Have you cross-checked temps with another tool.....such as HWInfo64?

You have 32 GB RAM and are using about 1/4 of it. I don't see anything wrong with that. You paid for it, so you might as well use it. You should be able to tell in Task Manager exactly what is using RAM.

You mean there's 3x120's in the front of your chassis behind the front fascia?

I have Windows 10 Pro. And my mobo came with the newest BIOS already on it, I didn't have to flash a new one.

Um, I guess I should be even more specific. I have 1 in the rear, two in the top for the AIO radiator. 2 in the front of the case, and one in the bottom of the case, but up front. And with one of the covers off, so the air comes up and gets into the case. It has a TON of air movement.
