New cpu for running GTA V better

I currently have a FX-4300 AM3+ with a H-60 water cooler and a R9-285. I just have 8gig of ram as well. When I run gta my CPU shoots up to 100% use and I have a feeling Im bottle necking my GPU. I only want to spend around $180 max. So my question is what is the best CPU for better performance with my rig. I really don't see why my issue with the lag and stuttering would be my graphics or ram but if Im wrong please let me know.

You could go for an FX 8320E as an 8-core, low power solution. Or max your budget and get the 8350 8-core processor. Both should stop the bottlenecking for sure.

How are your CPU temps? Is it keeping the clock speed high or throttling?
