new cpu overheat

I dont know much about pc so a friend of mine helped me build a new pc today i put it together and everything seems fine expect that the cpu is overheating/spiking(only with mozila open,1 tab, it's at 66 C)and then it goes down and back up for no reason also the pc seems to make a "loading sound" every time i do something small like it's struggling,i've checked and the fan is spinning constantly, everything seems to be connected, also when i start the pc the fan seems to go at max speed for a second and then continues normally (i dont know if this is a problem), here are the specs:

psu: Corsair VS Series VS450

cpu: AMD Athlon II X4 760K Black Edition 3.80GHz box

motherboard: Gigabyte GA-F2A88XM-DS2

ram: KingMax 4GB DDR3 1600MHz

gpu: Asus AMD Radeon HD 7750

Alright then ill do as you say, also after testing it for 30 minutes (playing some league of legends) everything in game seems alright, the amd overdrive said the temp is around 35-40 and the other software at 80-85, the loudness of the fan is not a problem i just associated it with malfunction, also the psu got a bit warm otherwise being actually cooler than the room temperature is that something to be worried about or it is just normal due to the shittiness of the cpu fan, is it going to affect it on the long run or will it be alright?
