Welcome to the forums and Happy New Year, newcomer!

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Just to add, CPU's have come dead on arrival for both Intel and AMD. If the processor you purchased is under a warranty period, you might want to initiate an RMA. This is ofc, provided you've made sure the 5700X3D is actually the culprit by dropping it onto a known working motherboard with the right BIOS version and proper cooling and the not a motherboard/BIOS issue.

i tried everything with the 5700x3d i unplagued everything only had the gpu connected just to see if it worked tried to reset bios by removing the CMOS but i couldnt get this thing to work

The fact you plugged in your old CPU and it fired back us to me indicates the following:

New CPU is defective,
Motherboard is incompatible with the new CPU,
Bios is not valid for the new cpu.

Take a look at this website for additional info on compatibility: https://www.cpu-world.com/CPUs/index.html
Here is an interesting question, if you leave the fan off the cpu and power the motherboard for a few seconds do you feel any temperature change on the CPU heat sync. Only do this for a few seconds you should almost instantaneous feel the heatsync on the cpu warm up.

This should be a rather easy problem to solve,
