[SOLVED] New custom built PC stuttering and freezing while gaming

Hi everyone. I just built my PC and I am having an issue while gaming and I am not sure where to look to solve the issue.
The issue is while gaming (Blackops 4, PUBG, Overwatch) about every 1 hour or so my fps drops from 100 to 20, then my entire computer freezes (for about 5 to 10 seconds) and then unfreezes (sometimes my games crash) but the computer will resume "normal" operations without me having to reset the PC. My power supply is atleast 150 Watts over the estimated rated power. My CPU temps while gaming are steady around 65C and GPU around 68C. I have had my task manager open while gaming and noticed the CPU has a massive drop (Over 25%) in usage when the system freezes/stutters.
I have moved the RAM to different slots and it did not help. I ran my PC on 1 stick of RAM at a time and had I did not experience the issue. (I did have lag but that because my usage was 7.9gb of 8gb)

My specs are:
AMD 7 2700
GIGABYTE GeForce GTX 1070 TI Gaming 8g
XPG Z1 DDR4 2400 MHz (PC4 19200) 16GB (2x8GB) RAM
ASUS Prime B450M-A/CSM Micro ATX AM Motherboard
ADATA Ultimate SU800 512 GB SSD
Western Digital 1 TB hard drive

Did you try going into the game and 'Reset', 'Reset Game' or 'Default', 'Default Settings'? Steam games as a courtesy to gamers remembers your game settings which is a good thing. But sometimes it remembers a crash like a game setting and when the right criteria is met, crashes the game. Sometimes stutters, too. Be sure when you reset or default the game, write down your game settings as they will be gone.
On my computer< stutters happen when I have V-sync on with FreeSync (it would be Gsync in Nvidia). Try turning it off in the display controls and in the game, turn off V-sync or Vertical Sync. Experiment with turning them both off.

Look in Reliability History/Manager and Event Viewer.

Likely to be some error codes or warnings just before or at the time of the freezes, etc..,

You can also use Task Manager and Resource Monitor to observe what your system is doing: first without gaming and then while gaming. For the latter just slide the window to one side so you can watch what goes on or happens while you play.

If the occurrence is truly an hourly event, the cause may be some application in the background trying to backup, update, scan, or just "phone home".

It doesn't happen every hour on the hour, more like it happens at some point around an hour from the last time it did it. I have observed the task manager while gaming and I haven't seen anything other than the CPU drop. I will be sure to check the event viewer tonight. My system does occasionally stutter while watching netflix but it does not freeze or crash netflix. Any idea what programs might be causing this. I was initially thinking if it doesnt drop fps/freeze with 8 gbs of ram but does with 16gb then maybe it is possible the extra is pulling more voltage away from the CPU and the lack of voltage to the CPU is causing the freezing/fps drops

Not so much power (PSU) than memory I think.

Double check the motherboard's User Guide/Manual for supported RAM and the associated configurations options that are available: e.g., the slots being used.

Check that the memory modules are a matched set. Dual channel...

The "hourly" occurrence is a clue. Could be that whatever happens pushes the memory requirements beyond what is available or otherwise creates a conflict of some sort.

What OS are you running?
