[SOLVED] new fan not working

my pc was shocking me a lot, so i gave it to this guy who suggested to change the case ( it did nothing).
but when i received the pc and opened it i found out that he removed the fan and intruder. so i ordered a new
12v fan for my pc with 3 pins and i plugged it in, after booting it showed 'rear fan failure' and the fan wasnt spinning
 
Solution
Change cords. The psu where the power cord plugs into is supposed to already be grounded to the case. The cord going to the wall should already have a ground wire in it. Either there's a broken ground pin or the wire itself has failed and your pc isn't grounded.

There's no telling about the fan. If that's an actual fan port it's plugged into and not one of various test ports, it's possible the motherboard took a hit and is broken by shocks from the non-ground situation.

Also possible the fan is just junk. You'd need to test that in a different port, one you know works, like swap it for the one on the cpu cooler. If the rear fan comes on, and the one on the cpu doesn't, it's a port issue. If the cpu fan spins and the rear doesn't...

Just where did you plug it in ?
What do you mean by " shocking me a lot", electrical shock ??? If true you have much worse problems than single fan not working !!!!

I plugged it into the 3 pin fan connector and i fixed thst shcoking by connectin one end of my wire to my pc and the other to my wall.
