New Firewire PCI card not detected

I just installed a Belkin F5U503 PCI firewire card then rebooted. XP Home
did not detect it.

I ran ADD HW and it didn't see it either?

What are my next steps?

Perhaps the card is faulty? Can you try it in another PC?
