Also, people have told me I need a better Wireless Adapter, I plan on playing mostly ethernet, but also wireless.

Secondly, my graphics card. Is it good enough? I would like to play GTA V 1080p at no less than 60 frames.

The CPU will not be able to overclock but it will handle GTA 5 better than a overclocked i5 will.

Is the best "bang for my buck"?

Beside the stock fans, do I need more?

The Xeon build is going to be 10% faster. If you do not want to overclock it is the better option by far. Even if you did overclock the i5 this CPU is a i7 without integrated graphics (you have a graphics card so nothing to worry about) and overclocking abilities. No need for more fans.
