Question New Gaming Build Advice

Upgrading a 10 year old gaming PC. It's way past due (even minesweeper is lagging).

My budget is around $1000 (under it better).

This is almost the $800 build suggested here under "Best PC Builds for Gaming" (https://www.tomshardware.com/best-picks/best-pc-builds-gaming) but I switched the GPU and Power Unit.

Please let me know if it will still work or are there any changes that would make sense at this point.

Only change would be PSU, since CX-m series, at best, is mediocre quality PSU and only good for office PC without dedicated GPU.

But since you have dedicated GPU in there, good or great quality PSU would be needed, e.g: Seasonic Focus/Vertex/PRIME or Corsair RMx/RMi/HXi/AXi or Super Flower Leadex series.

Note: Seasonic Focus ATX 3.0 has dedicated power cable for GPU. For other PSUs (non-ATX 3.0), you need to use power cable adapter that comes with GPU.
 
Nvidia's entire RTX 4000 series lineup is not what you want if you are looking for price to performance. AMD's 7700XT will stretch your dollar much further, not only in terms of performance, but also longevity. Some modern games at higher resolutions are pushing well past 8 gigabytes of video memory, and they will only use more as time goes on and games use higher resolution textures with larger worlds. Considering your upgrade cycle is roughly once every 10 years, you will want something that will last.

Snuck a few things in there. Z690 motherboard, comes in handy. 12700KF is the same price as the 14400F. You lose some efficiency cores and cache, but gain 2 cores and overclocking. A decent cooler to accommodate a few things. They are quite comparable overall, but even without overclocking the 12700KF has better single thread performance. A light overclock will gain you a little bit.

I don't really consider the 7600XT to be ground breakingly fast, but it does have 16GB of VRAM. You could swap in an RX 6700 XT or 6750 XT which are faster in some games.

RX 6800 is also an option, but you would have to swap in a bigger case.

Power supply is higher end of course.
