New Gaming Build: Boot for 0.5 seconds, then Nothing.

Ok, so in short, my brand new gaming build started for about half a second then stopped. The motherboard lights and fans came on temporarily. Then after that, nothing at all. Trying to boot has no effect, no lights, no fans.

I've been through all the trouble shooting guides I could find - including the one here - and no joy. I replaced the PSU, as it was a old one, tested the new one with the paper clip method, works fine. I checked all connections. I reset the bios, got a mother board light, so I know the board was getting power. I even replaced the bios battery just in case. I removed components other than the CPU and fan. I breadboarded the mobo.

After all of this, I assumed DOA. Returned and have a replacement now. I haven't touched anything yet, as I want to double check I haven't missed anything! I do not want to have the same issue again because I'm doing something wrong I haven't realised.

System Specs:
Mobo - MSI M170A Tomahawk
GPU - MSI Gtx 970 4GB
PSU - Corsair CX600
CPU - Intel i5 6600 S1151 (Using stock cooler for now)
RAM - Corsair Vengeance LPX 8GB x 1 DDR4

Solution
Board outside the case, install CPU, CPU fan, connect both 24 and 8 pin power cables and start the board. See if the CPU fan is spinning.
Installed, just removed it. It boots and I don't get the error beeps from the mobo. Just the debug light telling me there's not card.

With it installed, I get the debug light, but fans and LED's on the 970 are working. The beeps are actually one long, and 2 shorter.
 
Unfortunately not. I was considering trying another slot, but the mobo manual says this slot for one card operation.

DOA possibly? But it seem's ridiculous for me to have to DOA parts in one damn build!!
