This is my first post. I read the rules, but please be understanding if I'm doing something wrong! Also English is not my native language, so sorry in advance if my post if hard to read.
I'm looking to build a new PC for gaming at 4K and for Deep Learning (NLP/Stable Diffusion). I also do some photography and video edition from time to time.
I'm in Argentina, and to buy hardware here is a bit weird. Most products are very overpriced/hard to find, but you get some weirdly good deals sometimes. Given this, I found a PNY GF RTX 3090 for a good price. I'd like to stick to this card mostly because of the 24 GBs being ideal for Stable Diffusion, but I never had such a high-end card and I'm a bit unsure if the rest of the setup I have in mind will be up to par.
My budget is roughly 1400/1500 USD. I'll be linking the products I'm planning to buy, but consider that they are listed in Argentinian pesos. The real exchange rate is 1 USD = 905 ARS (And moving really fast. There is also an "official" rate pushed by the government which is the one Google shows but that doesn't actually exist).

My principal questions are:
1) Will this low-end motherboard be enough to supply the power needed for processor and video card? I read in a review that some H610 motherboards can't supply the power needed for high end processors (https://www.tomshardware.com/reviews/h610-roundup-review), but I don't know if this could be a problem in this particular situation.
2) Will using an M2 SSD decrease the bandwidth of the PCIe x16 port for the RTX 3090? I found that the i5 13600 has 20 PCI lines, but basically I'm not sure about how this interacts/works when you add the motherboard (with the low-end H610 chipset) to the equation.
3) Could it be a problem temperature-wise to put an M2 SSD so close to the 3090?
I'm planning to buy everything as fast as possible. Inflation is wild here, especially so close to the presidential elections. We are talking about two-digit percent oscillations in the value of the Peso in a matter of days.
I think I could try and go for a somewhat higher-end motherboard, like this one (https://www.mercadolibre.com.ar/fpc...2va/p/MLA22444208#searchVariation=MLA22444208), but I'm really hoping to not have to.
Any help will be greatly appreciated!
