hey thats my current build and I am planning on upgrading my graphics card, considering new series is coming out next year should I get gtx 1060 ti SC EVGA or get a 1070 ti which would be a better option considering I want to upgrade to a 144hz monitor or 240hz at 1080p.

a few games that i play are fortnite and cs go that i want to play on 240hz

Those results would have been validated so you should be right to go.

Check first if any bios updates are available to be on the safe side.

You forgot to mention the make and model of your PSU as well as it's age.

I think you'll be unable to get any GTX1000 series card on that platform since Intel is known to lack UEFI support for that board. The reason why you need it is due to the fact that an incompatible UEFI board with an UEFI GPU will result in a black screen in spite of your system booting into GUI. You may want to put my suggestion to the test by borrowing a card from your friend of similar series and test it out on your platform.

May work with that board. Nvidia GPUs since 7 series run hybrid bios. My old non uefi system in my sig is running a 1070 no problem.

More demanding games with that CPU + 1070 or higher will be pushing to get just over 100fps. Overclocking if you can will help.

My other 2600k @ 4.5 system (Asus P8P67delux Uefi motherboard) with a 1080Ti gives just over a 100fps in FC5 and slightly lesd in Ghost Recon in 1440p high to ultra, no antialiasing.
