Question New gpu and cpu is maxing out?

I just got a new gpu a rx580 and my cpu is getting at 95-100 usage when gaming...
Before i had a gt 710 and it never went over 60 usage or so to be honest
And i upgraded from the gt 710 to a gtx 1050 ti and never had this problem but i wasn't really using the 1050 so i sold it later got a rx580 hence today is when i got it.
I have a i3 3220 i know it is bad but with the other 2 gpus i had it has never been this much cpu usage... Is the gpu bad or is it too much for my cpu..? what could be the issue?

That's expected, the GPU is vastly better than the CPU can cope with, and hence the CPU is working all of the time to keep up.

because before, the cpu is waiting for the gpu, and now, it probably the other way around, gpu waiting for cpu

Oh ok so it isn't like the gpu is bad or anything just A shitty cpu?...
