[SOLVED] New GPU - Blackscreen which requires 2-3 restarts every time to fix

I switched from nvidia to AMD recently (3070 broke down, switched to 750 TI for 2 days until 9070 XT arrives) and i installed it properly with DDU. However, after installing the 9070 XT, my PC needs 2~3 restarts every time before my monitors start working. Before disabling "auto update GPU" with DDU settings, it would also cause my gpu drivers to be reset by windows.

What could be causing this?

CPU: INTEL Core i5-13400F BX8071513400F
CPU cooler: be quiet! Pure Rock 2 silber BK006
Motherboard: GIGABYTE B760 GAMING X DDR4 (SMBIOSBIOSVersion - F3)
Ram: 32GB (2x16GB) KFB KF432C16BBK2/32
SSD/HDD: SSD - WD_BLACK SN770 1 TB WDS100T3X0E
GPU: SAPPHIRE PULSE AMD RADEON™ RX 9070 XT
PSU: be quiet! Pure Power 12 M 650 BN342
Chassis: be quiet! PURE BASE 500
OS: Windows 10
Monitor: MSI G273 and Acer XV270P

Entire build except GPU is almost exactly 2 years old

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

i installed it properly with DDU.
You're advised to use DDU to remove all GPU drivers(Intel, Nvidia and AMD) in Safe Mode, then manually installing the latest GPU driver sourced from AMD's support site in an elevated command, i,.e, Right click installer>Run as Administrator.

updated main post with the information requested, I already did the DDU process, should I just try and do it again?
 
As with 3070, 9070 uses 220w and recommends a 650w PSU. Non-overclocked models of 9070 XT however use 304w so a minimum 750w PSU is recommended, and higher if you have a factory OC model.
Hmm, I dont overclock and I was sure 650W should be enough for 9070 xt as long as it is not overclocking (?) So it would be best if i swap in a new PSU? Why does the PSU cause this blackscreen issue :/

the manufacturer recomends a 750w psu minimum this is mainly for spikes in power every gpu does this.

you also need 2 x 8-pin Power Connectors

1 8 pin connector per cable do not use the other connector if your psu has 2 8 pins on the end. it wont power the card properly.

you need 2 dedicated cables.

Okay, done. Booting up today, i had a black screen only ONCE and 1 reboot fixed it.

Changed to 750W psu and used the 2x8 pins
 
Should be fine also as a side precaution make sure your bios follow bios instructions to letter.

This should solve any other unpredictable behavior
Im sorry, but what exactly do you mean by "bios follows bios instructions to letter"?

edit: i reset bios settings, and will check if the issue occurs again anytime within the next 24 hours
