FULL INSTALL OF WINDOWS!! Do NOT just upgrade!!!

Install latest chipset drivers.

Install the latest GPU driver.

Temps look fine.

I suggest doing above and start again from scratch. Use Microsoft Media Creation Tool and create Win11 installer on USB stick and reinstall Windows. Easy program to use, select create installer for another PC / edition of Win11 (home / pro etc) and it'll go through the process of downloading and configuring USB stick to boot from.

After that, leave power plan in Windows to balanced with minimum processor state set to 10%.

Is ram running at 3200 yet?
