I just got a new 4070 and installed it when I updated the drivers my pc booted to windows and then I log in and the pc starts lagging and freezes then reboots. I then did a clean install of windows and tried updating the drivers again same thing.

CPU: Ryzen 7 5800X
Motherboard: Gigabyte AORUS master x570
RAM: 4x8GB corsair vengeance
PSU: Corsair RM 750

Where did you source the installer for the OS? What OS are we talking about here? Did you install the OS in offline mode?

What GPU were you on prior to the RTX4070? As for your platform, did you use DDU to remove all GPU drivers from your system? Then to install the latest Nvidia display driver sourced from Nvidia's support site in an elevated command, i.e, Right click installer>Run as Administrator?

How old is the PSU in your build?

Also OS windows 11 just using the troubleshooter when windows entered recovery mode.
