New GPU will not work

Hello.
I got a new Sapphire Toxic R9 270X for Christmas today, and for some reason it will not work.
I put it in without disabling the IGP graphics, and the monitor was getting no signal from the card or the motherboard. I rebooted a few times, and changed what type of cable I was using (DVI, VGA with adapter) and it finally booted. I installed the drivers, and it asked me to reboot, which I did. When it started back up, there was no signal again.

So I took the card out, booted up with IGP graphics (worked fine), updated the BIOS to the latest version, and then went in to the BIOS and disabled IGP. I popped the card back in, and when I tried to boot up, the mobo started beeping with the "No video detected" pattern.

I am at a loss of what to do. The mobo powers up fine, but I did have some trouble getting it into the PCIe slot (the little lock wouldn't close, for example).

Any ideas?

Yes, when the card was in I tried both the GPU and IGP and neither worked. When I took it out, IGP worked like normal.

And yes, both 6 pin connectors are attached.

Yes, recommended PSU is 500W, mine is 600W. I just updated the BIOS this morning to the latest.

What makes me think it is not a faulty card is the fact that it booted once. I can't seem to press it all the way into the PCIe slot. Would that be a problem?
