New GPU won't go past post screen

Hello, my friend needs help. he just bought a gt 1030 and his pc won't go past post screen. the onboard video works fine. we also tried an older model gpu and it work fine as well. we don't have case speaker. tried clearing cmos, uninstalling gpu driver, tried 1 ram at a time. please help

his computer is
cpu: i5-2300
mobo: PCCHIPS P65G (v1.0)
ram: 2x2gb memory (4gb total) don't know what kind of ram he have.
psu: aerocool strike-x 600watts

I'm not sure where to find BIOS update so i haven't tried that kind of solution as well.
