My budget is 190-230 usd aprox.

For that you can have a 480 4GB or 1060 3GB. Your powersupply isn't the best so maybe the 1060 3GB would be the best given it requires less power.

The 1060 6GB is the fastest but it tends to start around $240.

6GB 1060 > 8GB 480 > 3Gb 1060 > 4Gb 480

They are about the same performance wise with the 1060 3GB. The 480 tho can crossfire where the 1060's cant SLI. You do have an upgrade path for the 480's is their advantage.

No performance is very similar between the 4Gb 480 and the 3Gb 1060. The 1060 is a little better.

1060 3gb is a really bad choice, only 6gb make sense or 8gb 480

Incorrect, it performs the same as a 970, or an RX 480, if not a bit better due to optimization in most cases.
The extra VRAM isn't vital, although it is good to have if money allows, keep in mind the price gap is quite substantial.

actually its really bad in some cases FPS drops in a half with 3gb version, and its now... and you buy GPU today, to play tomorrow, imagine how bad it will be when new games pop up?
