New Graphics Card But System Slow and Laggy

Hey there, so i have this issue, i recently went from a GTX 660 SC to a AMD R9 390 card...I have a 750W power supply and i was told this would be more than enough to solve my issue for the new graphics card. However.... My computer seems to be using only 2-3% of the CPU at times... Usually while i'm switching pages in google chrome it takes years, i've updated all the drivers and the bios until i can. I don't know what to do, or if it's my graphics card and the power supply can't handle it? Thanks :)
 
that is plenty of power supply. the graphics card does not do the work of switching pages in a browser. not sure if you mean changing from one tab to the other, or clicking links and waiting for the new page, but neither are the gpu's job. this sounds like either you need to uninstall and reinstall chrome, you could have a plugin messing things up, or maybe you're having a ram issue. how much ram do you have?
 


I currently have 8GB of ram. I've reinstalled Chrome and i will keep you updated! Thank you!
