Question new graphics card can´t get picture

hey i got a asrock 970 extreme 4 motherboard and a 1000w power supply now i have bought a powercolor rx 580 graphics card and can´t get it to show any picture. my board show error 97 and when i plug my old card in i can get a picture so i know the pci port works and i have tried 2 pci slots any suggestions

Did you remove old GPU drivers before installing the new one? Did you plug the power cables into the new GPU?

Yes all drivers is removed and the power is plugged in the fans on the new card is running and it is seatet correct in the pci port and locked in and I still get error 97 and no picture on the screen

Does it work with the old GPU? That's an error code for a PCIE issue. Do you know for a fact this GPU works?

Yes it works with the old gpu and the rx 580 is brand new so it should work but I'm not sure of cause when I haven't seen it show any picture yet the only thing I know is that the fans on the gpu is spinning but I don't have another desktop to try it on
