Not showing on computer,
not showing in computer management
not showing anywhere else

tried 2 different power plugs and 2 different data cables

already went to folder view options and selected to NOT hide empty disks.
...

found disk
trying to format, googling bunch of annoying nonsense.
Think I got it. New Simple Volume, named it, formatted, blah blah, now showing in Computer/MyComputer.

New as in Just Purchased and thanks guys, got it on my own. Windows Help is such trash honestly. They need to fire whoever "organized" that mess.

Solution
Does the hard drive appear in the BIOS? If so, you need to go to disk management and partition/format the drive, then assign a drive letter.
When you say "new", do you mean "never used it in this machine", or do you mean "straight from the store"? If the latter, just return/exchange it at the store (or RMA it if an online retailer).

If the former, then did you make sure it still worked in the old PC? If not, try it in another machine. If multiple machines don't recognize it, then it's kaput, given up the ghost, completely gone.
